Yes, it's true. Water and land was split. The Copnicus hub provided land data and water data was provided by Eumetsat CODA. Now you can find both in the Copernicus Data Space Ecosystem The water data is still available at the EUMETSAT Dta Store

As rainfall data is usually taken by geostationary satellites the spatial resolution is lower, but the temporal resolution is higher which is needed. The higest resolution I know of is the data from NOAA at 2km spatial resolution. https://www.star.nesdis.noaa.gov/smcd/emb/ff/SCaMPR.php There are ways to derive higher resolution rainfall maps from soil moisture: https://hess.copernicus.org/articles/26/2481/2022/ Hope this helps
